Public Library Directors Institute

When: Tuesday, December 01, 2009 - 9:30 AM
Where: Cohen Center, Hallowell

Herding Kittens: Personnel Management Basics

As a library director the toughest part of your job is managing your most important resource—your staff! The role of the library manager is supervising employees and managing conflict situations, yet most of us lack meaningful training in personnel management. Taking it one step further, many of our libraries do not have basic personnel policies, position descriptions, and regularly scheduled performance evaluations. In order to firmly separate the histrionics and emotionally charged accusations that sometimes occur in conflict situations from the objective and thoughtful decisions that we hope are made in personnel matters, libraries must have a human resources program in place where hiring and firing determinations are based upon the specific requirements of the positions involved with the service objectives desired.

This session will include a number of the fundamentals of good Human Resource Management. Topics will include the importance of an up-to-date Personnel Policy and how to use that Policy; hiring and performance evaluations; and how to handle an employee who is declining in performance or behavior and what to do about it.

Benefits and Learning Objectives

By the end of this workshop participants will:

1. Understand the profound influence they have as managers in public libraries.

2. Managers will have the tools they need to manage people respectfully and gain confidence in their skills.

3. Participants will recognize the importance and value of communicating effectively, holding staff accountable, empowering and developing staff.

The facilitator for this session is David Barrett. David is currently Director of Personnel Services and Labor Relations at Maine Municipal Association, responsible for providing Human Resource and Labor Relations consulting to Maine Cities and Towns, and for managing the internal HR functions of the Association. David has worked at MMA since 1985, after graduating from Miami University in Oxford, Ohio with a degree in Public Administration and Political Science and graduate work at the University of Illinois in Labor Relations.
